When gcc default include path(gcc -xc -v -, "#include <...> search
starts here:" section) doesn't contain '/usr/include' under the unusual
OS, PHP_ADD_INCLUDE
[https://github.com/php/php-src/blob/master/acinclude.m4#L484] `if test
"$1" != "/usr/include"...` makes we lost the chance to add
'-I/usr/include' as a compile option. configure run successfully, but
make failed.
