I've just attached sample patch. I'm not very smart in C and don't really believe
that this feature will be confirmed, but it looks quite simple to "fix".

when the linked documentation points to https://secure.php.net/manual/en/ref.datetime.php

anyways, that stuff isn#t invited by PHP but dervied from http://man7.org/linux/man-pages/man1/date.1.html

Any chance of having Seconds without leading zero to go with Hours [%k] and Minutes [%l]? Maybe %q?

Expected result:
