It may make sense when running
phpdbg -rr, though.

While this may work, in some cases, it doesn't make any sense to redirect errors in a debugger.

phpdbg should have the same capabilities as the php cli, however the display_errors=stderr ini
setting does not work.
Test script:
---------------
--fatal.php--
<?php
class FatalTest {}
eval('class FatalTest {}');
$ phpdbg -ddisplay_errors=stderr -qrr fatal.php 2>/dev/null
$ php -ddisplay_errors=stderr fatal.php 2>/dev/null
Expected result:
----------------
Nothing output to the terminal
Actual result:
--------------
Fatal error and stack trace are shown after the phpdbg command on the terminal stdout.
