Bug description:FTP stream wrapper should set the directory as executable
Description:

The ftp stream wrapper now sets the stat for directory to 40644. It
should also set the executable bit, because the directory bit is set
after cd-ing into that directory. The final permission should be 40755.
See ext/standard/ftp_fopen_wrapper.c lines 801-808.
