imagecreatefromstring supports WEBP as of PHP 7.3.

I have a *.webp image and want to convert it into a string using imagecreatefromstring. But this is
not supported yet as I get the following error message: Data is not in a recognized format.
It would be awesome if the PHP team can add support for *.webp images to the function
imagecreatefromstring.
