The test case was generated on Bitnami WAMP with AWS Windows 2019 Base image, https://bitnami.com/stack/wamp/installer and backtrace generated using https://bugs.php.net/bugs-generating-backtrace-win32.php The issue only occurs in browser, if you load the test script via CLI it works as expected. I was also unable to replicate the issue on Ubuntu 18.04 with PHP 7.1.26 or 7.2.15...
