Bug description:pdo_pgsql config.w32 cannot find libpq-fe.h

When building PDO PgSQL on Windows with an installation path:
configure --with-pdo-pgsql=path/to/pgsql/12
config.w32 script fails to find libpq-fe.h header file,
since it's in $PHP_PDO_PGSQL/includes not $PHP_PDO_PGSQL/.
