PHP 7.2.14, PHP 7.3.1, and newer PECL OCI8 support timeouts now when using 18c client libraries: https://secure.php.net/manual/en/function.oci-set-call-timout.php

Oracle 18c client libraries support a call timeout setting. This would need to be exposed in OCI8.
It has the behaviors noted in https://oracle.github.io/node-oracledb/doc/api.html#dbcalltimeouts

Would it be possible to put a timeout on oci_execute.
Ex.
$comm=oci_connect($user,$pass,$db)
$stmp=oci_parse($p_conn,"...");
oci_execute($stmt,OCI_DEFAULT,5);
The statement would then timeout after 5s returning ORA-01013
or similar and leaving the connection open.
