Test script: https://3v4l.org/faneO

This displays (null) instead of the offending encoding in PHP 7.3, and segfaults on PHP 7.4.

Already fixed in master with https://github.com/php/php-src/commit/229dff9f08741c34267ba24668da97d8945f8626
