It is certainly possible, but would require discussion on the
internals mailing list[1], because the functionality could be
implemented in userland.  So feel free to send mail; for the time
being, I'm suspending this ticket.

file_get_contents has a very useful offset parameter, is it possible we will be seeing something
like this in file_put_contents?
