Description:

CI testing for mysqli_insert_packet_overflow.phpt is failing because the
test table exists, meaning it is not being properly dropped by another
test. This can occur if a test is not skipped but php exits abnormally
on an XFAIL.

Expected result:

Never see a CI warning about table existing.
