In order to change the include_path in pear you must reinstall pear after you have made the changes
to the php.ini file. Install PHP, change PHP.ini, and then use go-pear.bat.

Using this script:
<?php
error_reporting(E_ALL);
ini_set('include_path','.;c:\\');
$fp=fopen('autoexec.bat','r', 1);
echo ini_get('include_path');
?>
I can't reproduce this (with PHP 4.3.2-dev) under Windows 2000. Please try it out.

Are you sure the webserver user has rights to access that path even?
