I can't reproduce this. Running
./configure --disable-all --disable-cgi --disable-debug --enable-cli && make -j32
does produce sapi/cli/php for me.

Linux, Debian 10 Buster,
php revision a5a78f3819cfbeee2de30c517f0c5dd36ef7cbc7
(newest master revision on github as of writing)
PHP configure 8.1.0-dev
GNU Autoconf 2.69
GNU Make 4.2.1
gcc (Debian 8.3.0-6) 8.3.0
these exact steps does not build the cli sapi:
./buildconf
./configure --disable-all --disable-cgi --disable-debug --enable-cli
make clean
make -j $(nproc)
but these exact steps *does* build the cli sapi:
./buildconf
./configure --disable-all --disable-cgi --enable-cli
make clean
make -j $(nproc)
both of them should have built the cli sapi. the culprit seems to be --disable-debug
