phpinfo(INFO_CREDITS) is not display anything in cli mode.
I think expected result is same of phpcredits().
Test script:

$ php -r 'phpinfo(INFO_CREDITS);'
Expected result:
----------------
phpinfo()
// omitted below. same result of phpcredits().
Actual result:
--------------
phpinfo()
