Bug description:Release APE format cross-platform php binary

Description:
------------
Someone has compiled Lua into APE(actually portable executable) format
successfully:
https://ahgamut.github.io/c/2021/02/27/ape-cosmo/

Anyone give a try to php and compile a APE php interpreter with
cosomopolitan libc?

Ref: https://github.com/jart/cosmopolitan

Is PHP also pure c based interpreter?
