what about edit the php config you can see also in php.ini instead some random file?

This is unlikely to be a bug with PHP.
Make sure you've edited the correct files (check phpinfo() to see what others besides php.ini
may have been loaded) and that you've restarted the correct processes (such as php-fpm if you
use FPM).

Unable to upload file to localhost development site
php.ini: upload_max_filesize = 64M
#php -i: upload_max_filesize => 64M => 64M
phpinfo(): upload_max_filesize 2M 2M
Yes, I have restarted httpd.
I am unable to upload anything greater than 2M.
This bug breaks my development site. For me it is a CRITICAL issue.
