When configuring XDebug it is a true headache to guess that the debug
mode doesn't work because of clear_env's configuration. I think it would
be much better if instead the clear_env's value were set to no by
default because it is counter intuitive. Else the average developer
won't be able to understand why the XDEBUG_CONFIG environment variable
is not being used in PHP while using a PHP-FPM docker container.
