The isStatic method exists only on ReflectionMethod, this means you can't use
ReflectionFunction::isStatic on a closure.
Since all other Closure reflection methods are declared as part of ReflectionFunctionAbstract, we
need to move ReflectionMethod::isStatic to RFA.
