Closing this as 7.3 is not supported, while the issue does not exist in 7.4.

After running the command "genfiles", the error is returned.
Building php from github source.

With AC_CHECK_PROG(YACC, bison, bison) fixed this issue.

Ah, I think this is because 7.3 uses AC_PROG_YACC, while 7.4 uses AC_CHECK_PROG(YACC, bison, bison).

Does replacing AC_PROG_YACC in acinclude.m4 with AC_CHECK_PROG(YACC, bison, bison) fix this issue?

Not obvious to me what the difference is. In 7.3 "genfiles" passes the -y flag, which
might cause this. But normal "make" should not be using "genfiles".
