Nope, apache2handler is basically obsolete. It can't be used for event mpm, nor does h2 work.
I'm using php-fpm.
Yes, it also happens with the cli.

Which SAPI do you use? If it's apache2handler, I can imagine that
this zlib is already there. Or does the issue also happen running
PHP CLI scripts?

Unfortunately I'm still pulling my hair out to find a zlib version 1.1.3 anywhere on my server.
There isn't one,
So for more than 4 months I haven't been able to use PHP 7.4 anymore, because many web apps
rely on gz functions.

You do know that TLS 1.3 requires openssl 1.1.1, right?
