Given the lack of further feedback and no RFC, I'm closing this as
WONTFIX.

In my opinion, this feature request requires the RFC process[1],
thus suspending this ticket.
Personally, I'm opposed to extend the capabilities of
imagegrabscreen(), and imagegrabwindow(), for that matter, because
neither is portable.

Could you add optional arguments to imagegrabscreen()?
I propose:
imagegrabscreen(int posx, posy, sizex, sizey);
This would enable grabbing only part of the screen.
The purpose is to make the function faster. I have a 1920x1200 screen and it takes 1 to 2 seconds
and I only need to grab a small part of the screen.
