Same issue, PHP 7.3.2 Ubuntu 16.04.
I tried on 5.5 as well, which also failed to provide the authns.

I'm using the example code found here: http://php.net/dns_get_record and not getting the expected
results.
Test script:

and create $authns and $addtl arrays

$result = dns_get_record("php.net", DNS_ANY, $authns, $addtl);
echo "Result = ";

?>
Expected result:

On PHP 5.3.3, it returns:
