No further comment after 15 years, and the general issue that
driver specific functionality for PDO is basically blocked for
years, make me close this feature request as WONTFIX.

If anybody is still interest in this, please pursue the RFC
process[1].

Description:

PgSQL supporting *sending query* and recive the result *later*. For doing such request, the normal
PHP function is called pg_send_query(). PDO::PgSQL don't have an interface for such function,
please implement
