Bug description:pg_end_copy still expects a resource
Description:

Scripts using pg_end_copy() will hang indefinitely or timeout and throw
a type error:
Fatal error: Uncaught TypeError: pg_end_copy(): Argument #1
($connection) must be of type resource or null, PgSql\Connection given
The function is unfortunately not covered by tests and
zend_parse_parameters was not updated to "O" in 8.1. I'll push the fix
shortly.
