configure with --without-sqlite3 option doesn't work. I had to install
sqlight-devel package in order to make it work.
./configure --with-zlib --enable-mbstring --enable-exif
--with-openssl=/usr/local/ssl/ --disable-cli
--with-apxs2=/usr/local/apache2/bin/apxs --enable-maintainer-zts
--without-sqlite3 --disable-mbregex

No package 'sqlite3' found
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables SQLITE_CFLAGS
and SQLITE_LIBS to avoid the need to call pkg-config.
