I could not update the status to re-opened and it had only the closed option, Please re-open the
bug, I could only post comments if I changed status to closed.

The bug still exists. Just tested with:
* 7.4.24
* httpd-2.4.6-97
on CentOS7

This is what I cannot reproduce.

I cannot reproduce that with PHP-7.4 on Windows, neither with
httpd nor with the built-in server.  Is this still an issue for
you with any of the actively supported PHP versions[1]?

You must ignore user aborts for these functions to work as
expected[2].
