Well, it's been two years. I don't remember how I resolved this, whether I simply ended up
using the built-in version of PHP or resolved it using a Homebrew download. I'm no longer on
macOS 10.14. I'm using 11.5 now, and now a fresh install complains that pkg-config is missing.
I should be able to fix that, but I'm not going to bother.
It used to be really easy to get PHP set up and running on a Mac, 10-15 years ago. Unfortunately,
Apple has gradually made it more difficult over time as they remove pieces of the underlying *nix
environment that used to be standard, and they're going to eventually remove PHP as a built-in
thing in the OS.
When that happens, Homebrew will be the last refuge for Mac PHP developers, so, I guess instead of
working on this issues specifically, do your best to make things as easy as possible for them.

I followed your instructions. The package installer took some time to run, but the xcode-select
informed me the tools were already installed. (I had already installed them, but followed your
suggestion anyway.) Software Update likewise decleared nothing was able to be updated.
Unfortunately, that doesn't seem to have changed anything in the build process either.

Maybe some headers are missing. These undeclared identifiers are defined in the system header files.
Try also installing this:
sudo installer -pkg
/Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg -target /
and then:
xcode-select --install
also run Software updates to have latest and greatest versions installed.
Then it should go through ok.
