Bug description:Add AC_CONFIG_MACRO_DIRS([build]) to configure.ac

I run a custom version of libtool, so before compliling PHP, I have to
call libtoolize --force. libtoolize puts by default its files in ./m4/,
but can be convinced to change its mind by setting
AC_CONFIG_MACRO_DIRS([build]) in configure.ac .
