It is failed to set 'extension_dir' option with php-function ini_get:
echo 'extension_dir = ' . ini_get('extension_dir') . "\n";
ini_set('extension_dir', "c:\\php-8.1.0-Win32-vs16-x64\ext\");
echo 'extension_dir = ' . ini_get('extension_dir') . "\n";
Result:
extension_dir = C:\php\ext
extension_dir = C:\php\ext
