You can use
FilesystemIterator::KEY_AS_FILENAME, but then you can't check for the
parent directories. If you need that, you need to use something like suggested in https://github.com/php/php-src/issues/7730#issuecomment-987849203.
So this is not an implementation bug, but rather that the documentation needs to be improved.
