It seems the bug starts with
2100-03-14 03:00:00 while 2100-03-14 02:59:59
works fine.
On PHP 8.1 2100-03-14 03:00:00 under the America/Los_Angeles time zone
has the same timestamp as2100-03-14 02:00:00.
