This is currently modelling after the bugs.php.net behavior, where only the original reporter could
provide feedback. We could count all comments as feedback, but I think this will cause issues in the
other direction: For example, something easy to get wrong would be to add the feedback label first
and then send your comment requesting additional feedback, because then your own comment itself
would count as feedback.
