This is a question really better asked on something like Stackoverflow.
You can use
[fgetcsv](https://www.php.net/manual/en/function.fgetcsv.php)/[fputcsv](https://www.php.net/manual/en/function.fputcsv.php)
to write to CSV yourself.
That being said, I'm very skeptical that complex, relational content stored in CSV is a good
idea. There are many tools to work with databases (like
[Doctrine](https://www.doctrine-project.org/)), a database will be much more stable in terms of data
integrity and validation, and will be much more efficient. It doesn't have to be mySQL, SQLite
will do if you want to avoid hosting another server.
