I guess the issues on Windows Server 2019 are due to more aggressive ASLR.
Are you running multiple PHP CLI process in parallel? Either toplevel process, or PHP processes
spawned by a single toplevel PHP process. If so, would assigning a unique
[opcache.cache_id](https://www.php.net/manual/en/opcache.configuration.php#ini.opcache.cache-id) to
these processes help?
Also consider to set
opcache.log_verbosity_level=4 and check the opcache error log for
any suspicious messages.
