[php-src] Issue #8019: wsdl 2.0 support

My requirements: as few depenpendecies as possible, PSR7 and PSR18. I found nothing... I ended up with few my [packages](https://github.com/vaclavvanik?tab=repositories&q=soap). Unfortunately [vaclavvanik/soap-interpreter](https://github.com/vaclavvanik/soap-interpreter) depends on ext-soap because of serializing/deserializing [xml request/response](https://github.com/vaclavvanik/soap-interpreter/blob/master/src/Client.php#L49). Therefore I think ext-soap must survive :-D
