I did a quick test and it seems like everything is working for us in CLI without opcache.
```shell
php -a
php > var_dump(opcache_get_status());
bool(false)
php > require_once __DIR__ . '/vendor/autoload.php';
php > $logger = new \Monolog\Logger('debug', [new
\Monolog\Handler\StreamHandler('php://output', \Monolog\Logger::DEBUG, true, null,
true)]);
php > $logger->addRecord(\Monolog\Logger::DEBUG, 'test');
[2022-03-04T08:40:17.450865+01:00] debug.DEBUG: test [] []
```
