[PHP 7.4 is no longer actively supported](https://www.php.net/supported-versions.php), but I assume
this affects newer versions as well. The problem is that we don't call
zend_signal_shutdown() from php_embed_shutdown() ; actually, there is no
such function in the first place. It might be sufficent to call
sigemptyset(&global_sigmask).
