Since this is a Laravel app, consider to ask in some Laravel support forum; somebody else might have had the same issue, and possibly already a solution (or at least a way to more easily reproduce the problem). Also consider to use the INI directive zlib.output_compression instead of ob_start('ob_gzhandler') (the former is preferable anyway).
