I got the answer from Moriyama-san (who added support for CP932 to glibc iconv)!
Those one-way mappings in glibc iconv were added to allow practical conversion between legacy
encodings.
And from what I can find, several other systems, such as Java, have similar mappings for the same
reason.
I don't have time right now, but I can put together more detailed information if needed?
