[php-src] Issue #8443: `sapi/fpm/tests/bug77023-pm-dynamic-blocking-sigquit.phpt` test is failing frequently

At least it's a huge pain to make them work and not probably worth it because it's an environment when one would never run FPM in production. I'm thinking that it might be a good idea to have some separate pipeline allowing bigger resources that would be run just for FPM - specifically thinking about free credits in CircleCI for that.
