SplPriorityQueue (and other related classes) don't have a userland visible
constructor (they have an internal constructor instead). Introducing ::__construct()
would be a BC break. Not sure what to do here; not even sure how to properly document that (the
stubs list SplPriorityQueue::__construct()).
