### Description
If I understand correctly, the abbr 'art' shall be added to ext/date/lib/timezonemap.h
with Argentina related timezones, like in 'cmt' abbr.
I don't know if other changes are needed to add new abbr except the mentioned one, so a
recommendation of timezonelib maintainer can be needed.
I'll be able to create and provide PR if changes listed are the only needed.
Test case:
