Hmm, there was a related fix years ago (68f5289e9e84b12b1a9ad671657702ce9a65a1e1), but that likely
wasn't the proper fix for this issue. Apparently, there is no provision in
phar_flush() to cater to uncompressing files; only [compression is handled
there](https://github.com/php/php-src/blob/722e9b9fa572628eaae6208b048144fce337c383/ext/phar/phar.c#L2817-L2821).
