### Description
Superglobal variables like
$POST should not be defined in PHP CLI.
```
php -r "var_dump($_POST);"
```
currently outputs:
```
array(0) {
}
```
but I expect:
```
Notice: Undefined variable: _POST in Command line code on line 1
NULL
```
