### Description
The following code:
```php
<?php
var_dump((new \DateTime('2020-05-15 22:00:00', new
\DateTimeZone('EDT')))->getTimestamp());
var_dump((new \DateTime('2020-05-16 03:00:00', new
\DateTimeZone('UTC')))->getTimestamp());
```
produces equal numbers in all stable releases, but in 8.2.0alpha1 they differ a hour. This change in
8.2 looks correct for me as https://www.timeanddate.com/time/zones/edt
says it has 4 hours, but to make sure I just ask there again.
Maybe @derickr does now better 🙈
