Author: oliverklee
### Description
The following code:
```php
<?php
declare(strict_types=1);
error_reporting(E_ALL);
$month99IsValid = is_int(strtotime('2010-99-01'));
$month100IsValid = is_int(strtotime('2010-100-01'));
var_dump($month99IsValid);
var_dump($month100IsValid);```
Resulted in this output:
```
bool(false)
bool(true)
```
But I expected this output instead:
```
bool(false)
bool(false)
```
