[php-src] Issue #8817: Intl not working with ICU 71.1 in Alpine 3.16

The intl extension doesn't work with the [icu-dev@71.1](https://pkgs.alpinelinux.org/package/v3.16/main/x86/icu-dev) package in Alpine 3.16. Using [icu-dev@69.1](https://pkgs.alpinelinux.org/package/v3.15/main/x86/icu-dev) from the Alpine 3.15 repository works fine though (even in 3.16). The following code: ```php <?php $formatter = new \NumberFormatter('fr_FR', \NumberFormatter::CURRENCY); echo $formatter->formatCurrency(12.34, 'EUR'); ``` Resulted in this output: ``` €12.34 ``` But I expected this output instead: ``` 12.34€ ``` ### PHP Version PHP 8.0.20 ### Operating System Alpine 3.16
