Bug description: function is error for chinese

echo iconv ("GB2312","UTF-7","ä¸")
?>
result : +Ti0AA
I wish the result is +Ti0 or +Ti0-
<?php
echo iconv("UTF-7","GB2312","+Ti0-");
?>
result: NULL
I wish the result is chinese GB2312 word!
in shell , the command
" iconv -f UTF-7 -t GB2312 filename " and " iconv -f GB2312 -t UTF-7
filename " are correct! I belive it is bug ,please fix it .
