### Description
The following code:
```php
<?php
clearstatcache();
var_dump(file_exists('https://littlevisuals.co/images/AE1.jpg'));
```
Resulted in this output:
```
false
```
But I expected this output instead:
```
true
```
(I don't know if this is related, but I have allow_url_fopen to ON)
