### Description
NumberFormatter currency format produces different results on Windows and Linux machines
```php
$ php -a
Interactive mode enabled
php > $f = new NumberFormatter('nl_NL', NumberFormatter::CURRENCY);
php > echo $f->formatCurrency('1234.5672', 'EUR')."\n";
php > $f = new NumberFormatter('fr_FR', NumberFormatter::CURRENCY);
php > echo $f->formatCurrency('1234.5672', 'EUR')."\n";
```
It resulted in this output:
```
Linux: €1,234.57
Windows: € 1.234,57
Linux: €1,234.57
Windows: 1 234,57 €
```
